Complying with Cornell University's Amended Smoking Policy
A new Anti-Smoking Law became effective in New York State on July 24, 2003. This new Anti-Smoking Law is an amendment to the New York Clean Indoor Air Act, Article 13-E, of the New York Public Health Law.
The Department of Environmental Health and Safety wants to assist the Cornell Community in understanding the Universities updated Smoking Policy – Policy 2.3. We encourage you to refer to the University Smoking Policy and EHS referral letter that was sent to all Deans, Department Chairs and Directors in July 2003.
The following frequently asked questions are intended to assist you
in understanding and complying with the Smoking Policy:
Who does the policy cover?
All members of the Cornell Community.
What does the Policy say?
Cornell prohibits the smoking or carrying of lighted cigars; cigarettes or pipes in all indoor facilities, enclosed bus stops and university owned or controlled vehicles.
Are there any exceptions?
Yes – smoking restrictions do not apply in individual dwelling rooms and residence hall apartments where smoking is permitted per existing guidelines, policies, requirements and contracts of Campus Life OR Greek Life facilities owned by Cornell University.
Is smoking permitted outside of buildings?
Yes – smoking is permitted outside – but there are restrictions that apply to smoking near buildings. In general smoking is not restricted where smoking occurs at least twenty-five feet away from any building entrance. In addition to the twenty-five foot distance, there are other factors which may restrict where smoking can occur. Smoking is not permitted by windows, air intakes or in other locations that could impact the air quality of a building. Environmental Health and Safety can assist building coordinators or other university officials in addressing the impact smoking may have on a particular building.

Try to resolve the complaint within your unit first, get assistance from your Building Coordinator and if all else fails, contact Environmental Health & Safety at 255-8200.
