On Campus Hazardous Material Transport:
Any Cornell University transportation of hazardous materials that occurs solely on Cornell owned property is exempt from the DOT hazardous materials regulations. This does not apply to areas outside the main campus where travel would be on non-university roads like Rt. 366, Caldwell Rd., etc. For safety reasons, EH&S mandates minimum standards for transporting hazardous materials. At a minimum, all containers of hazardous materials must be in the original container that the manufactured shipped or an approved DOT shipping container.
Off Campus Hazardous Materials Transport:
Transportation of hazardous materials in vehicles that leave Cornell owned property must comply with all aspects of the DOT hazardous materials regulations. The Materials of Trade exemption may be helpful to internal campus operations, but most all off campus shipments will require full scale DOT compliance. This may entail things like DOT containers, marking and labels, shipping papers, certifications, etc. Contact EH&S if you are unsure of your vehicle involvement.
Use of Personal Vehicles for Hazardous Materials Transport:
Use of personal vehicles to transport hazardous materials for Cornell business is allowed, but the vehicle owners need to keep in mind that their personal vehicle insurance is the primary coverage and there is an associated significant level of liability should an accident occur where hazardous materials are spilled.
